This is photo TT-2-N, a scene from AMG's film M-40 which we called "Military School Initiation" but which Go Guys magazine was forced to call "Acrimony at the Academy" because the then publisher-agent of the magazine Lou Elson felt the word "Initiation" smacked of Sado-masochism which he considers to be quite legally dangerous and Lou has no intention to "come on over to the S&M side". Film M-40 catalogs:
